Purpose: Remind's Degan of his lust to prove himself , causing him to focus and try even harder to succeed in battle.
Description: The item simply is a ninja star tied to a line of string , The special affect it has is more of a mental boost. encourages him to try harder and give it his all ,*NOT* specifically because the item itself boost's  his focus.  ( it is mainly a symbol showing his determination, i do not ever plan to just spam use the item every battle, it is a piece of clothing that is sentimental to Degan , no more , no less. But the mental aspect is much more. )
History: The ninja star is revered to have been the final image that the evil shinobi Kinabu saw before his death , as Notoya Had thrown it into his eyeball , the star was held on a rack in the mitsunari household , and upon degan's graduation from the academy was given to him as a graduation gift. The ninja star and his father's reputation push him to be something better than what his father believes him to be , a failure. The ninja star was hand made by Notoya in his youth and has never been chipped or broken. Now it is used as a necklace by Degan to remind him of his struggle within to become someone greater.

ill write up a template now.... you can use that, but this is sounding like a A-ranked item due to the fact that it is improving your reaction time....

hmm , you are actually correct on that... i will have to rethink it's effect... after reading this over it sounds more OP than i had intended.

okay... soo that porblem with is, is that Your a chunin and This is an A-ranked item... you as a Chunin can only wield B-ranked items... and not to mention you don't have nearly enough ryo to pay for this...

ill approve this as a +1 to reaction time for now... post again in here wen you have the ryo, then it can go to your character and you will be able to use it's full potential when your a jounin
